Sean McNelis



BA (Hons) (La Trobe), B. Theology (Melbourne College of Divinity), MA (Swin)

Sean is a Research Fellow with the Swinburne Institute for Social Research. He joined ISR in 2002 and has over 25 years' experience in the housing field. He has worked for the housing departments of both state and Commonwealth governments, as the housing policy officer for the Victorian Council of Social Service (VCOSS) and as a senior researcher/consultant for Ecumenical Housing.

His work has included housing research, policy development and advice, advocacy, organisational development, social housing management and training. His work has often been at the leading edge of policy development and provided leadership to the community sector.

His most recent research includes:

  • social housing rental systems in Australia and overseas
  • local government housing strategies
  • Independent Living Units –housing for older persons with low assets and low incomes
  • private retail investment vehicles for the community housing sector
  • the future of high-rise public housing in Melbourne.
